How to Write a Resolution by Kayra BALIKÇI Resolution is a document that includes all the problems, issues that should be solved (such as School Shootings) and the possible solutions, suggestions, recommendations to solve those issues.
The aim of resolutions that written in committees is to make recommendations or suggestions for future action to the member states except for United Nations Security Council. UNSC may force countries to take action due to the council’s resolution.
Step-1 Deep Research:
You cannot find a solution or discuss on the matter if you don’t know the exact problem. In order to learn that problem, you HAVE TO read the study guide that has been provided by the conference. But it may not be enough for a detailed resolution. So you need to do some deep research on the web. You can begin your research with Wikipedia but I don’t recommend you to stick up there. So for you to have a fruitful research I will recommend you some web sites1 for you to read the articles related to your topic and to be sure you know the problem enough to solve it. Lastly, I recommend you to make your researches on the current situation on your topic. Of course, you need to know the history of the topic too but it’s enough if you have a brief history. Because UN’s aim is to solve the current world problems.
Step-2 Take Notes during The Sessions (For Harvard Procedure)
You should write down every motion that has been discussed in the committee and the important things, possible solutions, suggestions which delegates or you have mentioned in those motions. And do not forget to think twice for those possible solutions. You should think about how to improve those possible solutions according to your researches and the discussion that had in the committee with other delegates. To be sure you can ask your allied countries’ delegates or your friends from other committees if the possible solutions were enough/ how can you improve those possible solutions in the coffee breaks. After deciding the right solutions, you have to get those solutions into United Nations resolution format.
Step-2 Take Notes While Researching (For THIMUN Procedure)
You have to write a position paper and your committee will not discuss the issues but will directly pass to lobbying and writing resolutions in the conferences that apply to THIMUN procedure. So you better be prepared. For writing a position paper you need to know your country’s general information, your country’s policy upon the issue and you need to have some ideas to solve those issues. So while doing the research you need to note every detail that you think may help.
Step-3 Write the Position Paper (For THIMUN Procedure)
I know that some conferences which apply to Harvard Procedure request position paper too. But if you write a position paper for a conference that applies to Harvard Procedure it will not contribute about writing a resolution in the other hand if you write a good and detailed position paper for a conference that applies to THIMUN procedure it will help you to have a bigger bloc for the lobbying session. Because most of the delegates decide who are going to their allies while other delegates introduce their position papers. Shortly writing a good position paper will help you to gain more delegates on your side.
Step-4 Prepare to Introduce Your Resolution (For THIMUN Procedure)
After submitting your resolution you have to introduce it to the committee. This introduction includes reading operative clauses, giving a speech that explains the aim of the resolution (time period will be specified by the chair board) and the questions about the resolution. So before submitting your resolution, you should plan the introduction. (You can make your introduction better if you point out the most important solutions in the resolution.) And ask yourself questions about the resolutions to prepare yourself for the questions that other delegates may ask you.
Step-5 Actually Write the Resolution You Have Been Prepared
If you are a fast writer get your computer and begin to write your resolution. If not kindly request from a delegate to write for you. Do not forget a group-worker. And let every delegate contribute. A resolution begins with Preambulatory Clauses. Preambulatory clauses point out the problems, issues that should be solved and highlight the past actions that have been taken regarding this issue. Every preambulatory clause begins with a preambulatory phrase2 (Preambulatory phrases should be written in an italic font.). After defining the problem, you need to have solutions for those problems. That’s why we have operative clauses. With using your old researches and other delegates’ ideas. Now you have solutions. But to write it in the resolution as an operative clause, you need to get in a format that you can use with operative phrases.3

Topic: Improving universal education standards
The General Assembly,
Guided by the purposes and principles enshrined in Charter of United Nations,
Recalling Chapter X of the charter of United Nations,
Noting with concern that 27 students died at the school shooting in the United States in this year,
Bearing in mind that increasing literacy is a key part tackling problems of poverty and health, and promoting sustainable development, peace and democracy,
Reaffirming the right of all to education irrespective of gender,
Believing that education is a vital need and right which needs to acquire by every person if those people are to be able to participate in society,
Fully aware of lacking teachers has a massive contagion on children’s education,
1) Invites all the member states to create an international education organization that will be funded by UN and called Equal Learning Organization (ELO) in order to ;
a) create an international education system that will be implemented in all member states and non-member states that would like to utilize by;
i. getting together experts, pedagogues from all countries that contribute in order to create this education system in a beneficial way for all countries,
ii. having conferences, lectures, seminars to teachers in order to teach them about new education system by the experts and pedagogues,
b) create teams with the help of NGOs and IGOs in order to detect the schools, students that are lack of teachers, equipment for education or problems like rough road and inform the ELO about it,
c) put in order of teachers’ places
of duty in order to have a teacher where they are needed,
2) Encourages UN to use the fund that is created by ELO who will be funded by the World Bank in order to;
a)support the developing countries for conditions that are required for quality education such as desks, class books, basic hyena, lab materials etc. ,
b) build factories in order to but not limited to ;
i. manufacturing high-quality education materials such as desks class books, lab materials etc. ,
ii. having job opportunities for educated people in order to decrease unemployment rates,
iii. improving developing countries’ economies,
3) Authorizes all the member states to use their telecommunications such as series, news, advertisement and public service aid in order to
a) teach public benefits of taking education,
b) teach public what educated women are capable of,
c) teach people about a new education system that is created by ELO
4) Encourages all the member states to regulate their laws in order to ;
a) make education for girls and boys obligatory,
b) forbidding marrying at a young age and punishing that one’s allows marrying at a young age,
5)Suggests countries that have low adult literacy rate to open free literacy courses in order to develop social and increase literacy rate,
6) Requests all member states to improve pedagogy and give opportunities to pedagogues, experts, authors in order to achieve the goals, influence studies and ideas that work on the aim of 1st operative clause subclause a basis by encouraging the pedagogues, writers and journalists in the countries by organizing global conferences,
7) Urges all member states to adopt an approach to remain actively seized of the matter
